Vertically divided organization

I got a letter telling me to come to get my new health insurance card to the Meguro ward office so I went.
A young female clerk, 70% of her face covered with a mask which would not only prevent any pollens but anyone from reading her feelings, handed me the card. When I looked closely, she was actually trying hard to express her charm with the rest 30%, with thick-black eyeliners and 1cm eyelashes. She was kind enough to tell me why the new card was issued, which I couldn't understand but said thanks for anyway.
Then I remembered something to inquire at the ward office. It was about subsidy for solar cells I may be able to receive when my new house is completed. I asked her where I should ask about it.
"I am not sure but it can be 都市計画部 (town panning group).
"Thanks." I said and started walking regretting not asking where. I checked a signboard for departments in the office. They were too many, so I decided to go wherever I thought was a possibility and ask where to ask if it was not the right place.
I went to 産業経済課(industry and economy group) and asked a young man
"May I ask where to ask about the subsidy for the installment of the solar cell?"
He looked shocked.
"Please wait a minute." and briskly walked away to a middle-aged man, apparently his boss, sitting in the middle of the long row of desks. The man came up to me and said
"目黒区は...そのような助成は行っておりません"
"For next fiscal year?"
"来年度もです"
"How come, while our neighbor wards such as Setagaya, Ohta are generous enough to help poor people like me to contribute to CO2 reduction?"
I didn't miss a sign of wince in his look.
"目黒区はそういう方針ということです" He said.
"That's funny, because it announced the subsidy for the solar cell installment last June, though it stopped very shortly."
He further winced at the fact posed by a man in a sweat suits, 80 % of his face covered with a mask. He thought for a moment, then walked back to his desk and made 3 phone calls and came back to me.
"環境保全課で聞いて下さい。ここは産業経済課ですから。"
"That's what I have been asking. And one more thing. If you don't know, just tell me so in the first place, instead of giving me the false information. But thanks anyway."
I went up to the 6th floor and wandered through to the environmental preservation department. I asked a man sitting closest to the hallway. He answered my question with an ear-to-ear smile on his unmasked face.
"今年度は予算取りがうまくいかなくて短期で終了してしまいました。来年度はもっと大きな予算規模で行う予定です。五月くらいにアナウンスがあると思います"
This was at last the answer I wanted to hear.
Vertically divided structure of the bureaucrats is still rampant.
