Suing society

If anything bad happens to you, which type you belong to; do you accept it as your destiny or think somebody must be responsible for it? In US people are amazingly the latter. The other day when I talked with an IT engineer from US office, our talk wandered into how US has become a suing society.
I pointed out that US has 300 lawyers per 100000 citizens while Japan 10. I also told him the following story that I'd heard from somebody.
A burglar climbed up on the roof to get into a house. He found there was a window to let in light. Just as he leaned forward to look in, the window pane gave in to his weight and broke with a sound loud enough to wake up everyone in the house. He fell down on the floor and broke his bone. He was hauled off of course but he also sued for his injury. He got money for the house owners neglecting house maintenance.
Then IT guy told me this.
A woman sued Walt Disney Company after she and her family got mugged in a parking lot in Disney land. You would think that she sued for the weak security of the amusement park. It was not. Main part of the suit was that her grandchildren suffered a serious shock and trauma when they were taken behind the scenes to be comforted by Disneyland staff and they saw Disney characters taking off their costumes. The discovery that Mickey Mouse and Goofy were in fact real people inside costumes was absolutely too much for the poor innocent kids. That case was dismissed.
Whenever I go to US I cannot watch TV without encountering a commercial showing a sincere looking lawyer saying something like "Hi, I'm xxxx. If you've suffered an injury at work or been involved in a vehicular accident, or just feel like having some extra money, I will be your best partner to find someone to sue." Of course they need job.
This mentality seems to have a strong infectability. It is spreading outside US to other cultures with similar values. Japan is no exception. I personally hate this idea of blaming others first.
